A tax and white-collar crime specialist, Downing left his firm during the representation. He defended Manafort against charges of tax fraud, bank fraud, and conspiracy. After Manafort was convicted on 8 counts in Virginia and pleaded guilty in D.C., Downing declined comment. Manafort was sentenced to 7.5 years and later pardoned by Trump in December 2020.
