Dowd negotiated Trump's written responses to Mueller's questions and argued against an in-person interview. Initially advocating cooperation, he later adopted a more combative approach. Dowd resigned on March 22, 2018, reportedly after disagreeing with Trump's desire to attack Mueller publicly, stating: "I will be shocked if anything regarding the president is made public."
