Former White House Counsel (Mueller Response)
Emmet Flood is a former White House Counsel to George W. Bush who served as White House lawyer handling the Mueller investigation response from 2018 to 2019, replacing Ty Cobb. A partner at Williams & Connolly, Flood oversaw executive privilege issues and the White House response to congressional investigations. He was more adversarial than Cobb, urging against cooperation with Congress. He wrote to AG Barr criticizing the Mueller report handling. Flood left in June 2019 and returned to Williams & Connolly with no ethical issues.
