Russian state development corporation and investment bank headquartered in Moscow. In December 2016, VEB chairman Sergey Gorkov met with Jared Kushner at Trump Tower during the presidential transition. Gorkov, a graduate of the FSB Academy, was appointed by Putin. The Mueller Report noted conflicting accounts of whether the meeting was diplomatic or business-related. VEB has been under U.S. sanctions since 2014.
